The Idaho Beef Council is funded entirely by the $1-per-head checkoff paid by all beef producers at the time of sale.  These funds, collected under state and federal statutory authority, must be spent in accordance with the Beef Promotion and Research Act and Order.

Therefore, the Idaho Beef Council will consider for funding only those projects that seek to increase consumer demand for beef and beef products through promotion, research or consumer information, or programs in industry information or producer communications as defined below. 

PROMOTION:  Promotion means any action, including paid advertising, to advance the image and desirability of beef and beef products with the express intent of improving the competitive position and stimulating sales of beef and beef products in the marketplace.

RESEARCH:  Research means studies relative to the effectiveness of market development and promotion efforts, studies relating to the nutritional value of beef and beef products, other related food science research, and new product development.

CONSUMER INFORMATION:  Consumer information means nutritional data and other information that will assist consumers and other persons in making evaluations and decisions regarding the purchasing, preparing and use of beef and beef products.

INDUSTRY INFORMATION:  Industry information means information and programs that will lead to the development of new markets, marketing strategies, increased efficiency, and activities to enhance the image of the cattle industry.

PRODUCER COMMUNICATIONS: Producer Communications means information to beef and veal producers about how their checkoff dollars are being invested and communicate program results.

To carry out it’s mission, the Idaho Beef Council will consider projects submitted by outside organizations for funding if the project falls within state and federal guidelines above, AND helps achieve the goals and objectives set out in the current Idaho Beef Council Market Plan.

In reviewing funding proposals, the Idaho Beef Council will use the following criteria:

  • Does the project as described fit the statutory guidelines for beef checkoff funding?

  • Does the project help achieve the IBC Mission and Goals as set out in the Market Plan?

  • Does the proposal clearly describe the project, its expected outcome and it benefit to the beef industry?

  • Does the proposal include a detailed budget including all costs and all sources of funding?

  • Does the proposal explain how the project will increase consumer demand for beef; educate consumer’s about beef products and/or beef nutrition; improve the image of beef and/or beef industry; and/or provide research to enhance beef’s safety, quality or nutritional benefit?

  • Funding for a beef meal will only be considered if the proposal provides an opportunity for a member of the beef industry to provide information about beef or the beef industry.

Funding proposals may be considered by the Idaho Beef Council Board using the following procedures:

  • Proposals must be submitted in writing and should be submitted on the IBC Funding Request Form.

  • Proposals should be submitted by the first working day of May in order to be considered at the annual budget meeting for funding during the next fiscal year. The IBC fiscal year runs from July 1st through June 30th.

  • The IBC annual budget meeting is held in May or June. Proposals may be accepted at other times during the year, at the Board's discretion.

  • Proposals not submitted for consideration at the annual budget meeting should be submitted at least two weeks prior to the Board meeting at which they will be considered.

  • All proposals received by the IBC will be mailed to the entire Board prior to the meeting at which the proposal will be considered provided that the proposal was received at least two weeks prior to the meeting.

  • If proposals have not been submitted according to the above guidelines, they may still be considered at a regularly scheduled Board meeting if, at the beginning of the meeting, a majority of the Board agrees to place the proposal on the meeting agenda.

 No proposal will be funded unless it meets the guidelines for funding allowed under the Beef Promotion and Research Order.
